Biogas provision under legal, technical, economic and social perspectives in Poland

Biogas provision under legal, technical, economic and social perspectives in PolandBiogas, and especially of the agricultural origin, as a source of renewable energy is an attractive energy carrier to contribute in the fulfillment of the 15 % EU-target of renewable energy consumption in Poland until 2020, imposed by the Directive 2009/28/EC of the European Parliament and of the Council of 23 April 2009 on the promotion of the use of energy from renewable sources. According to the polish Ministry of Agriculture and Rural Development, the productive potential of national agriculture to acquire substrates for biogas production is in a range of 5-6 billion m3 biogas with the purity of natural gas per year. This value consists of exploitation at first by-products of agriculture, liquid and solid animal excrements, by-products and residues of agro-food industry. However, the present biogas utilization in Poland is insignificant. At the moment only 4 agricultural biogas installations are in operation with the total installed capacity of 3806 kWEl, which accounts for 1% of total renewable energy production in Poland. The small share of agricultural biogas plants in total renewable energy installations testify, among others, insufficient legal, administrative, economic, political and social inducements to invest in biogas production.The goal of the research is the identification of already available frame conditions for biogas market formation and also barriers, which impede investments in biogas plants in Poland.In this research the current state of the biogas market as a new, developing fuel on a polish renewable energy market under legal, economic, technical and social aspects is presented. The intention is to reveal the amenities and also the barriers and the limitation of the development of biogas market.This study uses these observations as a staring point in order to address the following research question:o What are the currently available frame conditions for the development of the market of production and utilization of biogas in Poland?Under consideration of the following sub-questions:o What is the available potential for biogas production for each province in Poland?o What are the present market incentives to encourage investors to invest in biogas on a national level?o What are the limitations and to the biogas market development and possible solutions to overcome them?
